I figured it out. I had to copy the rc4.key from the repeater server and put it on the viewer PC. This is the same rc4.key that I generated and used in the SC custom.zip.

I am trying to get SC to work with encryption and the repeater. I have SC working with a viewer in listen mode encrypt, however with the repeater it will only work if I do not use encryption.
