Perhaps this problem is because the dial-up IP address is not available at the time of WinVNC server's launch. What I mean is, when UltraVNC is launched, it binds to available IP addresses. For example, hover your mouse over the tray icon and you should see which IP addresses UltraVNC is listening ...
