Complete uninstall and removal of directories. Reinstalled full version on both machines.
I am now able to use UltraVNC as it was intended.
Thank you all for your suggestions.
Geek in me wonders what was the problem but it is working now.

This is driving me crazy I am sure it is easy. I have Windows 7 32-bit on both systems I installed to default directory. I stopped the service and then uninstalled the service. I started the server and then rebooted. Made sure the service is not installed and working. Then I go to the other computer ...

supercoe, Enabling UAC (reboot) did not help. The mouse does not even track. Should I try tightVNC or one of the other flavors? I use VNC Viewer to remote into the other computer. I do have server on both computers if that matters. Thanks for trying I really appreciate it. Before Win7 life was great.

I have installed and running the winvnc service. So I think I did and I go to administrative tools | services and see vnc-service.
I have disabled UAC.
It is strange how I connect with zero issues but just like in view-only.
