But same issue with mirror driver in Windows server 2003...

I have seen the same issue, Windows Server 2008R2 (x64)

Win7 SP1 x86
VNC 1.0.9.6.1, run as service
if select MSLogon (both I & II) and UAC is enabled - viewer say "Authentication rejected"
if UAC disabled, all OK
can i connect in any way to vnc server with UAC enabled, or not?
