Quick Query about CTRL & ALT key sending...

Is it possible to get short-cut keys for Ctrl Key Down & Ctrl Key Up, etc?

Also, is it correct that if Scroll Lock is on, then CTRL, ALT keys get send to remote PC... and it doesn't if Scroll Lock is off?
