The problem is related to how Windows 7 and 8 handle data. Programs are not authorized to write in program files, and are redirected to program data.

Either create the file on another computer and copy the ultravnc.ini to the program files directory, or move it from program data.

I would very much like to have this back. I could do this in the very first version of RealVNC...
