If you are using the UVNC viewer and not with a web browser try unchecking Enable java Viewer (HTTP Connect). Using a web browser doesn't work as well as the UVNC viewer. Java is a big resource hog. Once you run refresh it's worse everytime you click on refresh. After you uncheck java you will ...

Do the computers that have the problem have 2 monitors? It looks like if you have 2 monitors it kills the mouse.
