repeater listens to all ports

hi all sorry if its too lame questions but i couldn't find clear info
first and foremost amazing app and community.....
now for my 2 part question.....
why is it when i change the setting in the repeater it ignores the changes ? ( even after a restart ) for example if i uncheck enable dynamic ip it ...
