If you have access to some server with a fixed IP, you can install a repeater on it. There is also a Linux version of the repeater available.

I am also desperately looking for a solution to this. I have my own Linux server on which I can set up whatever is needed to make it act as a relay/repeater/whatever. But what is needed?
