Cannot connect to VNC server after reboot

I have the server setup on port 5901.
when I reboot the server and try to reconnect, it seems to have defaulted to 5900 until I actually log into windows when it reverts to 5901.
Does anyone have any ideas?

Both PCs have Windows 2000 and RC18
