HELP, SC wont connect over the internet????

I am not able to connect with SC from the internet but am able to connect with SC through my lan. For instance, if I have both PC's on local ip's such as 192.168.1.X SC connects right away to the viewer in listening mode. However, if I put the listening viewer machine on a STATIC IP on my DSL ...
