If I am understanding you correctly
Source http://doc.uvnc.net/install/configuration.html
Under the keyboard and mouse section
you can disable Viewer inputs ( which means your inputs are ignored)
you can discable local inputs (means the remote inputs are ignored)
I hope this answers your question..

Thanks for your answer bevtech,
but how i can disable remote inputs from the viewer side without blank screen? not from the server side.
for example: i´m using SC (Single Click) to help my clients, but some times i need to disable remote inputs but i dont want a blank screen because they can have fear of what i´m doing.
It´s there a way to do it directly from the viewer?
Thanks again.

According to the Usage
UltraVNC Usage
http://doc.uvnc.net/install/usage.html

Sorry I couldnt be of more assistance..
