Hello,
The user is an administrator. so, he can also change the admin settings which are risky in some cases.
I have seen something similar in TightVNC.
Hopefully, this will be added pretty soon.

I don't see how you can block an administrator.
He can kill a service, remove files/programs
install programs
He always can reinstall vnc with his own settings.
An administrator control what happens on him PC, if you don't want that you should lower his security level

You are correct! if the user had little knowledge about how to do all of these tricky things.
So, what should I do in the case where An user uses a PC remotely but I don't want him to alter VNC settings.
If he kills services or do trick he will be kicked out and can't log in until everything is ok again.

UltraVNC settings are in the ultravnc.ini file stored in the Program Files.
By default:
- a user can read, but not write
- an admin can read and only write when he is able to elevate (UAC popup)
You can play with the file permission (make it readonly)
Then, the admin need to change the file permissions before he can store the options.
