I recently added a version of ZRLE that uses Zstd instead of zlib compression to my own vnc software. The two compressions are not compatible so a different encoding number is used, but with minimal changes to the code I got both better compression ratios and lower cpu usage (both compression and decompression).
Zstd is licensed using the BSD license: https://github.com/facebook/zstd

I added Zstd to my local UltraVNC branch and could provide a patch if anyone is interested.
