Missing Command Window

Using the UVNC with the PE Environment, running with x86 no issues are being observed but when in the x64 environment when opening a command window it shows on the target system but not on the one connected with VNC. Reviewing the task manager does show it running, however its not displayed. Windows 10, version 1809. Previous versions all work and show the command window and seems to be only related to the 1809/x64 PE Environment.
