Filetransfer and textchat as pseudo-encodings

Currently UltraVNC determines if the server supports file transfer or text chat based on the reported RFB version or if rfbUltraVNC is the chosen authScheme. This makes it very hard for 3rd party servers to implement these features without loosing interoperability with other clients.

Is there a reason this isn't implemented using a pseudo-encoding like every other optional feature?

It was historical implemented like that without special reason.
Possible it would have better to use pseudo-encodings but hard to change and to stay backward compatible.
