To me it seems logical to disable the query window feature if nobody is logged on. This is what I'm used to from other remote management tools.
With the current situation it's impossible to connect to a computer if nobody is logged on. At least without connecting to the remote computers registry, changing the query value and restarting the vnc service.

right click on winvnc systray
left click Admin Properties
or if there no icon systray, because winvnc running as service system
Start... Programs... UltraVNC....UltraVNC Server ... Show Default settings
---Query on incoming connection----
[X]Display Query Windows
Timeout: 10 seconds
Default action Accept
tested successfully exact your need with winvnc as service system

- when user logged on and present, Accept WinVNC Connection ?
- when user logged on and absent, Accept WinVNC Connection, auto accept after timeout passed
- when user logged off and nobody, Query is ignored and accepted.
