Connect to a Repeater as a Service
Is it possible to have an always on connection to a repeater? Ideally I want to be able to install Ultra VNC and have it auto connect to a specified repeater then I would like to be able to view a list of connected computers (via computername and public ip address) to the repeater so I can pick which computer I would like to connect to. This would be ideal for my situation is this possible? If not is any part of this possible?

short answer ... yes
at least some of it is possible. look for "service_commandline" in the ultravnc.ini.
this setting allows you to send commanline arguements to the winvnc.exe running in service mode. in sort, do what you want.
the specific commands to connect to your server, you should be able to work out from the documentation

Do you know how to configure a client PC always connect to the repeater? I want to do it also but I don't know how to do. Please advise if you can do it. Thanks.

Currently it is not possible to view a list of of ID's connected to the repeater.
Rudi is working on updating the repeater to add this functionality.

If you connect to the repeater webgui, you can see all waiting servers and viewers
