Yes, both UltraVNC and UltraVNC SC are mostly open source, "free", and free of charge. Redge just meant that SC was by design a stripped down version of UltraVNC, not that there was a better paid version.
Most VNC products (including TightVNC, RealVNC, and UltraVNC) have traditionally named their Windows VNC executable "winvnc.exe".
