I had to add an additional HOST to my helpdesk.txt file. After re-compiling using the online creator, I can no longer connect. How can this be when I have been successfully running for about a year now.

We have been using MSRC4Plugin.dsm and rc4
And I've been using RC23 to compile

I remember, 20 hosts entry allowed.I had to add an additional HOST to my helpdesk.txt

Check if your listening viewer is using the same dsmplugin.

When you tried the non-encrypted connection, are you sure the listening viewer is operated under non-encrypted mode?
In some case, a listening viewer may enable encryption automatically even if you not asking it to do so.

The version of MSRC4Plugin.dsm thats in my ULTRAVNC folder is 1.2.2. The version of VNC Viewer I'm using is 1.0.5.
I followed the instructions on the link you gave with no success either.

If you hadn't done so, the RC23 online creator will craft the .EXE file with a MSRC4Plugin.dsm (ver. 1.1.6), which is not compatible with 1.2.2 that you are using.
