There is no export control for the server and vierwer.
Encryption plugins could be restricted.

There is a plugin included.
When i'm correct, there is no restriction because the plugin doesn't contain any encryption himself ( it use the MS crypto stuff buildin in the OS)

I have verified that the plugin included with UltraVNA 1.0.5 is the MSRC4 encryption plugin.

I downloaded the source and verified that this plugin uses the windows crypto API (crypt32.dll) via wincrypt.h. As you said, since this crypto API is embedded in the OS, UltraVNC is not shipping any encrpytion libraries with this particular version.
