Static IP?

I am trying to get PCHelpware working again. It was working beautifully for about two years then for some reason gave up the ghost. I cant find any other service that may be affecting it as was the problem in the past.
I use DynDns for a static IP. What could it be? I am running Win XP and have a Belkin Router.

You can't get any solid suggestion with so little information, at least you should carry some tests like:
1. Can you run a local loop connection with the same pc?
2. Can you make a connection inside local LAN
3. Can the viewer hear from internet? Start the viewer (and assume it listens on the 5500), visit this page: https://www.grc.com/x/portprobe=5500
  If status="OPEN" then OK, otherwise check why signal is blocked
4. Does DynDns resolve your real IP correctly?
