Would like to see a registry value added that stops the user from being able to change the "VNC Password" or the "Query Incoming Connection"options.

you can completely disable the Admin properties page.

Keep in mind of course that any time you give somebody VNC access to your box, your security considerations should be the same as if you're giving them a password to your machine and sitting them down physically in front of it. While disabling the VNC admin properties page might make it more secure, if you give them access to your box that can do all sorts of other much nastier things, if you don't trust them.
