I while ago, a friend's laptop was stolen, and he asked me if there was any way to track it. Regretfully, I had to tell him no, but it got me thinking, and here is the result.
I envision a program called 'IP Snoop'. It would run invisibly on startup, and as soon as networking was started up, would determine its external IP and compare it to the previous one. If they are different, it then sends an email/IM/SMS/etc. to a preset address with all the info that it can get. I would also add an optional keylogger with a bogus popup(if you don't click on the 'resize' button(or whatever), then it knows that an unauthorized user is using it and it will start sending packets of everything typed to the address.). As (a)every external IP is paid for by /someone/, (b)thieves will (probably) want to start a stolen computer up to confirm that it actually works, (c)even after it is sold, the new user probably won't want to re-install the software, and (d) most computers end up being hooked up to the internet, the first time it hits the 'net, you would know /exactly/ where your com0puter is. Even if it is part of a large network, the external + internal IP's will ID it's position. You can just drop the external IP into IPNetInfo (http://www.nirsoft.net/utils/ipnetinfo.html) to find out. The SOS's sent out by your computer /should/ even be enough justification for the police to get a warrant.

I think is unaccurate,
when someone stolen a computer, their format the computer hard disk content.
only strong bios password like Lenovo cannot be broken until you know password.
othervise you need to send for repair the stolen notebook to Lenovo center repair for use computer because BIOS locked and you their need to aprove their notebook with a receipt
