Custom message vs. Turn off monitor
Would it be possible to add a feature to show some custom message on a blank screen like "This computer is being remotely administered, if you want to terminate press ESC.." instead of turning the monitor off ?

Not possible....
Vnc send the content of the screen to the viewer.
The only whay of blanking the screen , without touching the
screen content is by telling the power managment to put the screen is power save mode. screen buffer is working, but no
data is send to the monitor.
No data send, monitor stay black.

Monitor message
Wouldn't it be possible to change the viewing region of the screen for the machine that is running the server, so that they only see a message, while the remote viewer captures a different part of the screen that is not viewable on the host machine's monitor?

I don't think that's possible.
Perhaps the only trick that could work more or less
Hide a window for the user.
Suppose you have 32bit colors
If you could tell an application to use almost the same forground and background color (black and a little less black)
The user would only see black, he can not differentiate foreground from background. (0,0,1) and (0,0,0)
You tell the vnc server that he need to translate every
almost black (0,0,1) into white (255,255,255) ..
Then you get a normal screen on the viewer site.......
