This didn't work for me until I:

a) Quoted the file name
ftype UltraVnc.Connection=C:\Program Files\uvnc bvba\UltraVnc\vncviewer.exe /config %%1
assoc .vnc=UltraVnc.Connection
b) Deleted existing file association, everything matching:

HKEY_CURRENT_USER\SOFTWARE\Classes\.vnc
