Winvnc.exe keeps flapping

Got two win10 machines, firewall is off.

First one works fine, but the 2nd one its not listen on the default port 5900, the UNVC server settings are all default.

I went through everything to troubleshoot and i found one of the winvnc.exe is constantly turning on and off. On the machine that works ...
